Council Tax Reduction: how much you could get off your bill

Council Tax Reduction, sometimes still called Council Tax Support, is a discount on your council tax bill if you are on a low income or claiming certain benefits. In England there is no single national scheme for working-age claimants — every council designs its own rules, so the honest first step is checking your own council’s published scheme rather than a general guide.

Why there is no single national answer

Council Tax Reduction schemes for working-age people are made locally by each billing authority in England under section 13A of the Local Government Finance Act 1992, which was substituted by the Local Government Finance Act 2012. The law requires a council to have a scheme, but leaves the detail of who qualifies and how much they get to the council itself.

Pension-age claimants are treated differently

The local discretion above applies to working-age claimants. If you have reached the qualifying age for State Pension Credit, the rules that apply to you are fixed nationally, not set by your council. This national framework is set out in the Council Tax Reduction Schemes (Prescribed Requirements) (England) Regulations 2012, made under Schedule 1A of the Local Government Finance Act 1992, which requires every council’s scheme to follow the same rules for pension-age claimants.

In practice this means a pension-age household’s entitlement is calculated in a broadly consistent way across England, in a way a working-age household’s is not. It does not mean every pensioner gets the same amount — that still depends on income, savings and who else lives in the property — only that the method of working it out is the same everywhere. The prescribed scheme itself works this way: it sets one national method for calculating applicable amounts, and then applies that method to each pensioner’s own income and capital.

What you actually get depends on where you live, your circumstances, your household income — including savings, pensions and a partner’s income — and who else lives with you, such as children or other adults. None of these factors can be estimated generically; they only mean something once applied under your own council’s scheme.

How to find out what applies to you

  1. Identify which council bills you for council tax — this is your billing authority, and it is the one that runs your scheme, even in areas with more than one tier of local government.
  2. Search your council’s website for “Council Tax Reduction” or “Council Tax Support” to find its published scheme, including any income bands or a taper rate.
  3. Check what evidence it asks for — usually proof of income, savings, benefits and who lives with you — before you start an application.
  4. Apply through your council, online where that is offered. Ask about backdating if you have been eligible for a while but have not yet applied.
  5. If your council refuses or reduces an award, ask what its appeal process is — councils must set one out under the same law that requires them to have a scheme.

Common questions

How much Council Tax Reduction will I get?

There is no fixed amount. In England every council runs its own working-age scheme, so the reduction depends on your income, savings, household and where you live. Your council’s own published scheme is the only reliable source of an actual figure.

Can Council Tax Reduction cover my whole bill?

Yes, a reduction of up to 100% is possible under some schemes, though not every council’s scheme allows a full reduction for working-age claimants. Check your own council’s rules.

Is Council Tax Reduction the same everywhere in England?

No, not for working-age claimants. Each billing authority designs its own scheme under section 13A of the Local Government Finance Act 1992 (as substituted by the Local Government Finance Act 2012), so eligibility and award levels vary by council.

Are pensioners treated the same as working-age claimants?

No. Pension-age claimants are assessed under a framework set nationally by regulations, so the method of calculating their reduction does not vary by council in the way a working-age scheme does.

Does Council Tax Reduction work the same way in Scotland, Wales and Northern Ireland?

No. Wales has its own council tax reduction arrangements made under separate regulations by the Welsh Ministers, and Northern Ireland runs a different scheme entirely. Scotland also administers its own scheme. This page describes the position in England.
